Ragpicker

I think this is a U.S. term. We used to call them Rag and Bone Men. Either way, it's someone who depends on the generosity of others for clothing. Someone read this and commented that it had warmed her heart. It's actually ironic. The woman clearing out is quite evidently rich and could have done a lot more than give away an old coat.
